Navigate to https://regent.hosted.panopto.com/ and sign in.
Locate the video you would like to download.
Hover over the video and select settings (the gear icon)
On the left side of Settings, click Outputs.
Under video podcast, you can select the type and quality (by default, this is set to Picture-in-picture)
After you have selected the type, click on Download podcast
If you would like to output the audio, only scroll to the bottom and click on Download Audio Podcast.
